The country is developing and launching programs to involve young people in the labor market. Among the main areas are career guidance for young people, taking into account the personal abilities of each student and the needs of the labor market, assistance in organizing internships and practices, free retraining, as well as subsidizing the hiring of young professionals.

This year, for the first time, companies will be able to receive a subsidy for the employment of young people. The decree was signed by Prime Minister Mikhail Mishustin. It is planned that more than 117,000 young people under the age of 30 will be able to find work due to this during the year. Among them are graduates of colleges and universities without work experience, young people without secondary vocational or higher education, disabled people, orphans, parents of minor children, that is, all those who find it difficult to find a job without government assistance.

The subsidy will be equal to three minimum wages (minimum wages) for each such employee, increased by the district coefficient and the amount of insurance contributions to the Pension Fund and the Social Insurance Fund. The first part of the subsidy in the amount of one minimum wage will be paid to employers after the young employee has worked for a month, the second - also in the amount of the minimum wage - after three months, the employer will receive the same amount for the third time when the employee has worked for six months.

Career guidance for young people will begin at school. Starting this year, early career guidance is being launched throughout the country for students in grades 6-11. It is planned that this will help children to decide on their future profession much earlier.

In addition, a pilot on career support for young people is being launched in seven regions of the country, and in the future it will be distributed throughout the country. The territories are selected by the federal operator of the Employment Assistance project - WorldSkills Russia. As part of the pilot, young people will receive personal comprehensive support - from career counseling, vocational training and qualification assessment to employment or starting their own business, including in the self-employed format. Mentor-tutors will supervise young people at the stage of training and their registration on platforms for the self-employed.

From the new academic year, it is planned to include training in entrepreneurial competencies in the educational programs of secondary specialized educational institutions so that by 2030 at least 5% of graduates of technical schools and colleges can start their own business as individual entrepreneurs or self-employed.

Some categories of young people will be able to undergo retraining at employment centers free of charge at the expense of federal funds: these are citizens under 35 who, after completing their studies or military service, could not find a job for more than four months, young people without professional or higher education or at risk of dismissal, students last courses of higher and secondary vocational educational institutions, if there is no suitable job for them in the specialty they have received, as well as women on maternity leave with children under seven years of age.
